There are many used A346's available, some with fairly low cycles.
What the article doesn't say is that the Il-96-400M was launched in 2017. Quad jets weren't quite as uneconomic then.
The IL-96 was developed in 1988 and canceled by Gorbachov when he came to power. The production was stopped with PW and Boeing's help. PW had promise "better" engines and Boing wish to "cooperate". Neither one has happened and when all orders were cut the IL-96 as a competitor was finally killed. Few planes built still flying till today, e.g. one for president. The 400M ordered in 2017 to upgrade the old 300 design. That plane still has a great value even more than 30 years passed.
Gorbachev came to power three years before it was developed.

Really?.. The TU-154 was a mid-1960's design and first flew in 1968. Have you seen the interior(s) of the Antonov AN-148?, Ilyushin IL-114 and the IL-96? The Sukhoi Superjet 100? The Tupolev TU-204 and the TU-334? The YAK-42? Google it.
