Robert,deice is used anytime the ambient temp and dewpoint are almost the same
aircraft pick up ice while on approach thru clouds as well as tank frost, from warm fuel going into sub zero fuel tanks. depending on the airline or aircraft type, there is zero tolerance for contamination.
deice is what they are spraying, no sign of anti-ice application tho.
