They open the scoops on the bottom of fuselage and water goes into tanks as it moves along the water.

From wikipedia:
"The conversion [of the Mars to a fire tanker] involved the installation of a tank in the cargo bay and retractable pick-up scoops to allow uploading of water while the aircraft was taxiing. The scoops allowed 30 tons of water to be taken on board in 22 seconds."
