Judge ruled lack of PC = I'd bet it was a spent grenade.

Can anyone state that was actually his bag? Flash bangs are typically cylindrically shaped, not round with what appears to be a grooved outer covering.

Of course they can. Police apprehend a 'suspect', it is the job of the courts to determine guilt. See Amendment VI

Do you or have you ever watched the series Law & Order? At the start of each episode there’s a preamble that goes:
The police enforce the law while the District Attorney reviews the case, and is the one to charge the person for a jury of peers to decide guilt or otherwise. It’s been done like for almost 250 now.
And the media verbiage has been the same, too. It’s quite normal. It’s our system of due process and assuming that everyone is innocent until proven guilty and a hall mark of our justice system which was modeled on the old country.
Obsessed with legalism? Hardly for something that’s in the Constitution. I have to assume you still believe in it?

Google "prosecutorial discretion" and learn something. You don't point out to the referee that your teammate is guilty of a penalty during a football game. A letter of reprimand, maybe. Felony charges? No.

Security isn't tested with live munitions. It used to be part of my job. There are specific items encapsulated in acrylic used for testing.

Correct; as a TSA officer I was 'tested' from time to time by several sources...from our local management up through DHS "Red Teams".
