I believe it is a 1929 New Standard D-25 Biplane. There are pictures online at http://warbirdsnews.com/airshow-news/olivers-flying-circus-sun-n-fun-fly-in.html that appear to be the same plane giving rides at a Fun N Sun Flyin in 2013.
