Unless they can prove that there is bribery or other corruption, I'm very doubtful that it's actually "regulatory capture". It might just be incompetence and complacency on the FAA's part.

I work outside aviation at the moment for a major consumer products company and its relationship with the FDA is extremely adversarial. The regulators basically come in and intimidate/harass regular employees and look for any excuse to find a "violation". They even try to force the employees to sign confessions of wrongdoing. A lot of these regulatory bodies are drunk on power and are used by the government as little money collectors (same with the police).

It takes some guts and character to withstand the BS and hold the job down..basically it depends how much you got to loose...how much debt you have to put it crudely...how cheap you can live when the fire you...the only way to deal with that crap is to keep meticulous records and do the job impeccably...

I'm bored out of my mind so I'm migrating back to aviation. Luckily the stuff I work on is R&D; it never touches the consumer directly so it's not overly inspectable.

Well if I am not mistaken the FAA itself has been influenced by pragmatic politics. One example was the certification of the MD-11. Another example was the structural integrity of the B73 NG...Another one again was in cargo ships I believe in fire risks..think that was freight version of another Boeing. I remember the crew had to exit through the windows as fire blocked the exits..
