I do not like this concept, but this is my opinion.
Not much new about it. Langley may have picked it up in the 90's but these designs have been around since the 40's. Germany had several in WWII and Popular Mechanics showed many throughout the 50's and 60's.
Presumably Airbus will point to this kind of research as evidence of US subsidizing Boeing....
